Job Description The HR Business Partner is responsible for the development, implementation and coordination of the organization’s human resource strategies and policies, procedures, and processes across a region. The HRBP aligns human resource objectives with employees and management at the field level. The HRBP anticipates, manages and delivers value-added services that impact the organization’s goals in the areas of recruitment, training, talent management, staffing and development, performance management, employee relations, labor relations, labor negotiations and compliance. This position will collaborate with the HR Leadership Team, recruiting partners, talent management, HR SSC members, and other HR Partners to deliver exceptional customer service to the business
PRIMARY RESPONSIBILITIES / JOB DUTIES
Serves as the HR subject matter expert to managers and employees and establishes HR as a credible and trustworthy resource
Ensures HR is providing customer-oriented service to the business including talent management and organizational effectiveness
Manages programs, policies, and procedures to support the organizational culture and effectiveness
Fosters a positive, diverse and inclusive culture through education, communication, and initiatives
Coaches managers and others to achieve maximum potential of coworkers
Facilitates performance management through coaching, systems and processes
Develops and coordinates learning and development plans to provide career growth
Conducts investigations of workplace policy violations and mediates difficult employee relations issues
Objectives: Develops annual human resources objectives in alignment with corporate strategies in conjunction and approval by Director Human Resources and VWI President/General Manager.
Policy: Responsible for communication and compliance with all company policies, and for the administration of collective bargaining agreements. Recommends changes to HR related policies according to knowledge of company objectives, government regulations, and labor contract terms.
Recruitment: Staffs and recruits for management, hourly, and bargaining unit employee positions. Manages internal recruitment process to assure timely placement of qualified candidates.
Budgeting: Monitors and analyzes costs, prepares HR budget, and analyzes variance and budget exceptions.
Reporting: Prepares reports and records on department activities for management (required reports for the client, monthly HR report).
Labor Relations: Provides guidance and represents management in the negotiation and settlement of grievances under established procedures and participates in arbitration hearings. Represents Company at hearings and labor management meetings/issues. Ensures compliance with collective bargaining agreement
Employee Relations: Provides guidance and serves as a management representative regarding all matters pertaining to disciplinary action, promotions, demotions, transfers, and separations.
Training: Coordinates training with corporate training group. Plans, implements, and oversee training programs for all levels of employees.
Benefits: Facilitates corporate annual open enrollment programs and coordinates benefits administration locally with the support of Corporate Benefits Department.
Compliance: Is responsible for ensuring compliance with state and federal employment laws and regulations, including Fair Labor Standard Act (FLSA), Equal Employment Opportunity (EEO) and Affirmative Action planning and advising managers as required.
Safety: Supports Veolia Water’s commitment to safety by complying with the programs regarding health, safety and protection of the environment; demonstrates safe work practices, participates in safety meetings as required, and advises as necessary.
Qualifications Education/Credentials
Bachelor’s Degree in a related field required; master’s degree preferred.
Experience
5 to 10 years management experience in human resources with proven ability to adapt and implement broader organization policies.
Previous Labor Relations and Management experience required.
Previous managerial experience required.
Experience supporting Unionized sites under guidelines outlined in CBA’s is required.
3 years strategic HR experience supporting a matrix organization preferred
Experience providing HR support to executive clients required
Professional certification in human resources preferred (PHR, SPHR, etc.)
Excellent interpersonal, written, verbal and presentation communication skills.
Skills/Characteristics
Requires superior interpersonal and communication skills and ability to develop and maintain good working relationships with client, public, employees, staff, management and organized labor groups, etc.
Excellent management, presentation, and negotiating skills are required.
Must possess superior organizational skills and able to prioritize and work simultaneously on several projects.
Operate effectively in a highly collaborative, team oriented environment.
Ability to shift priorities frequently and effectively perform under pressure.
Proficiency in MS Word, Excel, Google Drive and Google Docs
Experience with applicant tracking systems, Taleo preferred
Ability to develop spreadsheets and modify formats in order to complete assignments and ability to recommend improvements.
General knowledge of varying types of Health and Welfare plans.
Human Resources Information System (“HRIS”) or other related mainframe systems.
ADP and SuccessFactors experience strongly preferred.
Must demonstrate a passion for excellence in customer service.
Ability to maintain confidentiality with sensitive data.
Excellent organization and time management skills to handle multiple tasks in an environment with large volumes of data and paperwork. Significant attention to detail required.
Work Environment
Primarily office environment including heavy computer usage and sitting for long periods of time. Occasional need to meet with employees and supervisors in an industrial/operating facility environment, requiring walking, climbing stairs and wearing personal protective equipment such as hardhat, safety shoes and safety glasses.
